function normalizeOpenAIResponsesItemId(id: string, prefix?: string): string;

Normalises an ADK-authored id to the Responses item-id charset, and hashes+truncates ids over the 64-character limit (Known Gotcha #5) rather than sending an oversized id verbatim.
