A per-call policy's network section cannot be enforced for one child.

## Remarks

SRT's proxy enforces the SESSION network config per request; a per-call section that DIFFERS from
it in any way — a wider allow-list, a narrower one, an added deny, a different `disabled` flag —
is silently ignored by the backend, so ADK rejects the call instead of running a child whose
effective policy is not the one it was handed. Repeat the session's network section exactly, or
establish network access in the session policy (a new session) rather than per call.
